What is the deal with animated gifs as avatars?

I know some work and some don't but I can't figure out what the criteria is. My dog should be hypnotizing people but it doesn't move...

My favorite is the dog one if you can get it animated. If not it's not a big deal.

It may be to big because it is a rectangle. If I can't get it to work, TTinCO can shrink it for you later when he comes online.
